Several hundred thousand Sierra Leonean refugees are struggling to escape a spreading war in this deeply impoverished region of West Africa.The refugee encampment of Katkama was burned by Guineans who feared it had been infiltrated by rebel insurgents. But the refugees are not, ultimately, victims of ethnic hatred or of ideological war, but rather of rampant thievary in a mineral-rich region that has been consumed by organized crime.
