Since the City of Dallas banned its homeless population from sleeping at the Day Resource Center, camps under freeway bridges have been growing. The number of people sleeping on sidewalks has grown and small camps have sprung up in various places around downtown. Sheryl Seals (left) shared a blanket with her friend (under the blanket; preferred to remain unidentified) as they tried to sleep on the ground beneath a tent set up by the International Street Ministry on Harrison Street in Dallas. The couple were sleeping on their clothes with no covers until one of the personnel from the ministry gave them his blanket. The unusually cold weather in Dallas this week saw temperatures hitting in the low-30s. March 23, 2006.
