EYES OF DESPAIR As chaos reigned, despair took charge. You could see it everywhere - on cops' faces, inside the Superdome, in the eyes of refugees, at the New Orleans Convention Center, and in the mirror. For the people at the Convention Center, there were no services. They were totally on their own. As terrified mothers cradled their babies, a few men patrolled the streets yelling, "Stay on the sidewalk." Someone had told them that busses would come if they stayed off the streets. The busses didn't arrive for two days.
