Residents of the West Bank of New Orleans wait in the parking lot of a Best Buy where food and water are being distributed by a group of volunteers from Hazard, Ky. Across the Gulf Coast, private citizens moved in to fill a void, providing a vast array of relief services for the areas hardest hit by Hurricane Katrina.
