As a cool night descends on Central Havana, Cuba's radically limited democracy blooms. During a neighborhood meeting of the Committee for the Defense of the Revolution (CDR), a boom box intones the Cuban national anthem as citizens stand at attention. "It's funny--Cubans I talked to think they have a democracy," says Harvey. "They have no say on a national level, but they elect local people who deal with their day-to-day problems."
